DSS or as it is now referred as Housing Benefit is given out to people who are on low incomes to pay their rent. There are two different forms of housing benefit, the first is known as Rent Rebate which is referred to as when it is paid to council tenants and the second form is Rent Allowance which is paid to people who are private tenants.
